Bathroom Renovation Permits and Plumbing Questions
Cosmetic vs. plumbing vs. layout changes — and why scope determines approvals.

This is general information, not legal advice. Permit requirements depend on your exact scope and can change. A properly licensed professional should determine what your project needs, and the City of Chicago's own guidance is the authority.
Scope is what matters
Not all bathroom work is treated the same. Painting, replacing a mirror or swapping a light fixture in place is different from moving a drain, adding a circuit or removing a wall. Plumbing, electrical and structural changes are where permits and licensed trades most often come in.
Plumbing work
In Chicago, plumbing work is generally performed by licensed plumbers. The City publishes FAQs on plumbing licensing requirements.
General contractors
The City also licenses general contractors. If someone is managing your project, ask for their license information and verify it.
Express permits
The City has an Express Permit Program for certain limited scopes of work. Whether your project qualifies depends on its details — don't assume eligibility based on project type alone.
Questions to ask a contractor
- Does this scope require a permit?
- Who will apply for it?
- Which licensed trades will perform plumbing and electrical work?
- Will there be inspections, and when?
